Documents for transporting goods in Venezuela: what must travel with your cargo

Invoice, delivery note, dispatch guide and movement permit: which documents accompany goods on the road in Venezuela and who prepares each one.

A truck held at a checkpoint for missing paperwork costs hours, and sometimes the goods. Most delays on the road are not caused by the transport itself but by documentation. This guide summarises which documents usually accompany a load in Venezuela and who is responsible for each, so the trip goes without surprises.

The documents for the goods

Invoice or delivery note. This identifies the goods, their quantity and value, and who sends and receives them. If the cargo travels with a completed sale, it goes with the invoice; if it moves without a sale, for example between a warehouse and a branch, it goes with a delivery note.

Dispatch guide (guía de despacho). It accompanies goods moved without an invoice or when the invoice does not travel with them. It describes the cargo, origin, destination and vehicle, and proves on the road that the movement is legitimate. The sender prepares it before departure; the driver carries it for the whole trip.

Movement permit for agri-food products. Food, agricultural inputs and products of animal or plant origin usually require a movement permit issued through the competent authority before leaving. If your cargo is of this kind, confirm the procedure in advance: without the permit the vehicle should not start the trip.

Specific permits. Some goods have their own controls, such as medicines, controlled chemicals, fuels or regulated products. In those cases the sender must hold the corresponding permits and give the carrier a copy.

The vehicle and driver documents

The carrier is responsible for the vehicle travelling with its paperwork in order: registration certificate, third-party liability insurance and the driver's identification with a valid licence. A professional carrier confirms this without you having to ask.

Who prepares each document

  • The sender issues the invoice or delivery note and the dispatch guide, and obtains the movement permits and specific permits for their goods.
  • The carrier provides the vehicle and driver documents, checks that the load matches what is declared and keeps the documents during the trip.
  • The receiver takes delivery, checks the goods against the documents and signs the delivery confirmation.

Recommendations before loading

  1. Check that the quantities and descriptions on the invoice or delivery note match what is actually loaded.
  2. Hand the driver the originals that must travel with the load and keep copies.
  3. If you are not sure which document applies to your goods, ask us when arranging the trip: we tell you what you need according to the type of cargo and the destination.
  4. Confirm any doubt about issuing invoices and guides with your accountant or tax adviser, since the rules can be updated.

At TransporteMundial we review the paperwork with every customer before scheduling the departure. It is part of the freight transport service: we would rather fix a missing document at the warehouse than on the road.
